The Freeport City Council has an odd tradition of letting Council Members “Chair” their monthly Committee of the Whole (COW) meeting, and last week it was Cecelia Stacy’s turn.

Now, for a woman who takes a dramatic pause before each and every vote she makes, and desperately wants to feel important, this seemed like the perfect recipe for disaster. (And it was.)
