Like a broken record, we had been hearing Stephenson County Board Chairman, Scott Helms, complain, scold and preach to the board with almost every single vote they approved, "How are you going to pay for it?"

Now, admittedly, we figured he was just being overly-conservative, after all, he is a banker – and don't all bankers prefer to save money than spend it?
